The Tweed community are being encouraged to have their say about the proposed changes to Council’s Business Investment Policy which is currently on exhibition.

The Policy supports businesses by offering a range of discounts and payment options for Council charges which may result from development applications. It sets out methods and strategies to strengthen our local economy by supporting strategic business investment opportunities.

A few minor amendments have been proposed to improve the policy including:

Amendment	What does this mean for me?
Removal of the option to enter into a deed over assets under the Personal Property Securities Act	Council will no longer provide the option to secure assets with a security deed to cover outstanding contribution amounts. All outstanding developer contribution amounts deferred under this Policy will need to be secured by a bank guarantee.
Limiting the time to enter a deferred payment agreement with Council.	All unpaid developer contributions increase at an annually indexed rate each year. When Council enters into an agreement to defer developer contributions under this Policy the value of the contribution amount is fixed at the date of the agreement. Once an offer is made by Council to enter an agreement, the developer has 12 months to sign the agreement. If the agreement is not signed within 12 months the offer lapses and the original developer contribution amount will again be subject to annual indexation. This amendment formalises this process.
Other minor changes	Earlier this year the NSW Government amended the Environmental Planning and Assessment Act. The numbering i the Act was modified as a result of these changes. This change to the Policy updates any reference the numbering in the Act from S.94 to S.7.11. There are no other impacts on the Policy arising from the legislative amendment. Several minor grammatical errors have also been fixed.
