Long term planning to shape the future of the Tweed

Council’s range of strategies and plans work together to contribute to the community’s vision and goals set by the Tweed, for the Tweed. The Tweed has experienced significant growth in the last 20 years and we want to plan with and for community to enable sustainable community outcomes now and for future generations.

As a requirement of the Local Government Act 1993, Council is required to review its integrated planning and reporting documents following local government elections, as outlined in the Integrated Planning & Reporting Framework. Documents requiring review include:


Draft Community Strategic Plan 2025 - 2035

In 2022, in collaboration with the community and stakeholders Council developed a new Community Strategic Plan (CSP). The CSP is the community’s plan. Given the short period the 10-year strategy has been in place, and in order to determine progress towards the community vision and aspirations, the Council has conducted a review of the existing strategy.

This review has considered where we are now, includes further community feedback from the 2024 Be Our Best Residents survey completed by 400+ residents to inform where we want to be in 10 years, and we have strengthened the outcome measurements around how we will get there collectively and how will we know we have arrived.

The Community Strategic Plan 2025-2035 is now available for your feedback and having your say is key in the delivery towards sustainable community outcomes.

Our shared community vision is the dream of where we want to be in 10 years:


"The Tweed will be recognised for its desirable lifestyle, strong community, unique character

and environment and the opportunities its residents enjoy."


Community aspirations have informed key outcomes statements of where we want to be in 10 years which informs the CSP and the Delivery Program & Operational Plan. You told us you want:

  • A healthy natural environment.

  • To be safe at home and in our community with reliable essential services and infrastructure.

  • The Tweed’s people and places to thrive.

  • To work together to plan for the future so the Tweed grows and evolves in a sustainable way.


Key community priorities have remained consistent over the history of the ‘Be Our Best Resident survey. Council, community and key partners contribute to addressing these priorities. Key areas of focus for the next 10 years include:

  • More/better services and facilities.
  • Maintaining and upgrading the local road network.
  • Access to more affordable housing.
  • Managing population growth and over development.


Draft Delivery Program 2025-2029 and Operational Plan 2025-2026

The draft Delivery Program 2025-2029 and Operational Plan 2025-2029 outlines Council’s commitment to deliver on the objectives and goals of the CSP. It outlines the services, programs and projects Council commits to over a 4 year period to work towards sustainable community outcomes. The annual activities are informed by the Resourcing Strategy 2025-2035 and annual budget.


Draft Resourcing Strategy 2025-2035

Council must effectively manage its finances, the sustainability of its workforce and the cost of providing and maintaining community assets and services. The Resourcing Strategy outlines Council’s capacity to manage assets and deliver services over the next 10 years.

The Resourcing Strategy’s key elements are:

  • Long Term Financial Plan

  • Workforce Management Plan

  • Asset Management Strategy


How will we know we have arrived?

Council are committed to ensuring it reports on its progress towards the shared vision and agreed outcome statements. Council are one partner in addressing these statements and we want to ensure resources are allocated to address community need and balance changing community expectations. We will report on our progress via:

  • 6 monthly progress report;

  • Annual report;

  • State of Shire Report (End of Council term – every 4 years).
