    This page provides updates on the 4 lane upgrade of 6.1 km of Tweed Coast Road, with an estimated roadworks cost of $55 million. The project will be delivered in 6 sections as outlined in the proposed concept masterplan.

    Sections 5 and 6 are the priority for construction from 2026 to 2028.



    Section 1 – South of Depot Road to Grand Parade, CasuarinaSection 1 – South of Depot Road to Grand Parade, Casuarina

    The timing of the construction of the 4 laning depends on the progress or completion of sections 2 to 6. This means that section 1 will be the last program of works that will be carried out.

    Design of the new roadworks including duplication of the Cudgen Creek Bridge and environmental approvals will be undertaken over the next 5 years.

    So far, the following works have been completed:

    • survey works for the road upgrade
    • construction of a new sewer rising main (SRM4025) from Casuarina to Cudgen Creek bridge (completed in mid 2021)
    • detailed design of the water main connection between Kings Forest and Casuarina (being constructed by Leda Holdings).

    The Depot Road intersection works is being undertaken by Leda Holdings.

    Council has issued approvals for the roadwork, water and sewer infrastructure.

    Kings Forest developers have installed temporary koala fencing, sediment and erosion control and service location. These works are the precursor to major roadworks currently underway, which include the provision of a roundabout, road and surfacing improvements, lighting, drainage, fauna underpasses and service installation.

    A detailed concept road design has been completed and enabled discussions with landowners to acquire land required for the road along Tweed Coast Road.

    The upgrade to a 2.1 km of sewer rising main along Tweed Coast Road, from the Cudgen Creek intersection to south of Plantation Road, was completed in July 2022. This ensures reliable sewer services to the area and future proof the sewer network for projected growth.

    Road upgrade works have been completed at the intersection of Tweed Coast Road and Cudgen Road in Cudgen. The works were undertaken by contractors on behalf of Health Infrastructure NSW.

    The upgrade works, completed in late April 2023, include the provision of additional turn lanes and turning capacity, road and surfacing improvements, lighting and traffic signals and drainage and services installation.


    Section 5 – North of Noble Lakeside Park to Cudgen Road intersectionSection 5 – North of Noble Lakeside Park to Cudgen Road intersection

    Sections 5 and 6 are the priority for construction from 2026 to 2028. Both sections are being planned and will be constructed together, with joint funding from the NSW Government’s Accelerated Infrastructure Fund (75%) and Tweed Shire Council (25%).

    We’re currently in the detailed civil design phase, which includes environmental, noise and cultural heritage studies. The design is expected to be finalised and a Development Application (DA) submitted by late 2024, with the Environmental Impact Statement (EIS) open for public comment in early 2025. Detailed designs and approvals are expected to be completed by mid 2025.

    The tender process to select a contractor is expected to be completed by late 2025, with construction starting in early 2026.


    Section 6 – Morton Street to north of Noble Lakeside ParkSection 6 – Morton Street to north of Noble Lakeside Park

    In addition to updates on section 5, we’re working with the developers of Kingscliff western precinct Gales Holdings as well as Transport for NSW to ensure intersections for the proposed development and connection to the M1 are compatible with the 4 laning of Tweed Coast Road.

    There are several major construction projects underway in the area that are not related to 4 laning program of works that may cause disruptions to motorists and pedestrians. These works are being undertaken by various developers and we have no control over the timing of construction.

    The majority of the Tweed Coast Road widening works are funded by Developer Contributions that are levied under Section 7.11 of the NSW Environmental Planning and Assessment Act. Section 7.11 enables Council to levy contributions from developers to provide public amenities and services, which in this case includes the Tweed Coast Road upgrade.

    The funding details and work schedule for each section of Tweed Coast Road are outlined below. Please refer to the concept plan for section locations and visit the project updates page for the latest information.

    • Sections 1, 3, 5 and 6

    Developer Contributions to Council from developers will be used to fund these sections. Council is currently undertaking the detailed design of each of these sections.

    For sections 5 and 6, traffic forecasting envisages works will be required within the next 5 years. Undertaking the design works now enables Council to gain the necessary environmental approvals and identify and undertake early works (e.g. service relocations, noise fencing, land acquisitions) so that they are in place prior to the road construction commencing.

    Sections 1 and 3 are more longer term, being required more than 10 years into the future. However, the current design work has enabled Council to ensure that sections 2 and 4, which are being constructed by developers, are compatible with the future 4 lane requirements of Tweed Coast Road. Council will also nominate the project for infrastructure grant funding assistance as opportunities arise from NSW and Australian governments.

    • Section 2

    This section was designed and is being constructed by the developer of the Kings Forest estate, Leda Holdings Pty Ltd, as section 2 includes the intersection for the major entry road into the new estate. In this situation, instead of Council levying a contribution from the developer, Leda will directly pay for the design and construction of the works and will receive a credit on the amount of Developer Contributions that it will need to pay. Section 2 is being constructed by Leda so that when access to the new estate is necessary it will be in place.

    • Section 4

    The design and construction works at the intersection of Tweed Coast Road and Cudgen Road were paid for by the NSW Government. This is because the works at the intersection are required for the new Tweed Valley Hospital. Construction of section 4 was completed in late April 2023, as it needed to be operational before the opening of the Tweed Valley Hospital.
