Tweed Coast Road improvements are planned to be carried out between the M1 in the north and the recently constructed intersection at Cudgen Road in the south. This component of the works is designated as sections 5 and 6 of the Concept Master Plan. This upgrade is part of a larger project to widen 6.1 kms of Tweed Coast Road to four lanes, with an estimated roadworks cost of $55 million.

Sections 5 and 6 requires a Review of Environmental Factors (REF) and a portion of section 5 requires an Environmental Impact Statement (EIS), due to a 250m length of the proposed works being within a mapped 'Coastal Wetland' area, located between Crescent Street and Cudgen Road.

These assessments help identify potential environmental impacts and ensure they are properly managed. The draft REF has been prepared for all work outside of the mapped Coastal Wetland area (this document will be available online for review shortly), and an Environmental Impact Statement has been prepared for all work within the Coastal Wetland area.


Summary of the Review of Environmental Factors

The REF is for works within Sections 5 & 6 (excluding the works within the Coastal Wetlands) and is available for review, to give the community a chance to better understand the proposed works and completed studies.

The REF considers potential impacts associated with:

  • Biodiversity
  • Soil and Water
  • Flooding
  • Noise impact and control
  • Air quality
  • Construction waste
  • Visual Landscape and Character
  • Traffic Management and
  • Cultural significance


Summary of the Environmental Impact Statement

The EIS for works within the Coastal Wetlands requires public exhibition and likely determination by Council. The full EIS is available to view on Council's Development Application Tracker and Property Enquiry website. This link is planned to be available from 9/4/25.

To make it easier to review this extensive document, a summary has been prepared outlining the potential impacts of the proposed works and the recommended design measures to minimise them.

Any submissions in relation to the EIS must be made electronically through the Development Application Tracker and Property Enquiry during the formal public exhibition period starting, Wednesday 9 April and closing Wednesday 7 May 2025.

Feedback submitted through other channels will not be considered in Council's formal merit assessment of the EIS.

All submissions relating to the EIS received within public exhibition period will be reviewed by Council's Development Assessment Unit and taken into consideration during the assessment of the application.
