You are invited to review and provide a submission on a Planning Proposal (PP20/0003) to amend the Tweed Local Environmental Plan 2014 (Tweed LEP 2014) to to enable future residential development and conservation of environmentally significant land at Lot 1 DP 1032820 Scenic Drive, Bilambil Heights (known as Lot 1 Walmsleys Road). The proposal is referred to as LEP Amendment No. 34.

The purpose of the proposal is to rationalise the current zoning of the site by consolidating the R1 General Residential zone and committing the remainder of the site to environmental conservation.


Additional information


A comprehensive review of conservation zoning in the Tweed is underway. The review will introduce conservation zones into the Tweed’s local environmental plans.

Until those zones are introduced and can be applied, an interim measure is proposed for the environmental area to be zoned RE2 Private Recreation.

To ensure the proponent’s commitments are legally enforceable, a Planning Agreement is being exhibited concurrently with this planning proposal, in accordance with Section 7.4 of the Environmental Planning and Assessment Act 1979 (NSW). This is a voluntary agreement by the proponent that details their commitment to rehabilitation and environmental protection works on the site and enables the Council to apply a conservation zone at a future date.

The NSW Minister for Planning and Public Spaces has delegated Tweed Shire Council as the local plan-making authority for this planning proposal.
