The Joint Regional Planning Panel (JRPP) system was first established by the NSW Government in 2009. The planning panel responsible for matters concerning Tweed Shire is the Northern Regional Planning Panel (NRPP).

Planning Panels:

  • determine regionally significant development applications (DAs), certain other DAs and s4.55(2) and s4.56 modification applications
  • act as the Planning Proposal Authority (PPA) when directed
  • undertake rezoning reviews
  • provide advice on other planning and development matters when requested
  • determine site compatibility certificates under the State Environmental Planning Policy (Housing for Seniors or People with a Disability) 2004.

Tweed Shire Council nominees will be required by the NRPP for matters concerning Tweed Shire.

Panels consist of five (5) members, with three (3) of the members, including the chair, appointed by the Minister (State members) and 2 members nominated by the relevant Council (Council members).

Council is looking to appoint two (2) permanent and two (2) alternate members. In accordance with the Sydney District and Regional Planning Panels operational procedures (August 2020), at least one (1) council member must have expertise in one or more of the following areas: planning, architecture, heritage, the environment, urban design, land economics, traffic and transport, law, engineering or tourism.

All panel members must comply with the Planning Panels Code of Conduct. Property developers and real estate agents are not eligible to be members of a Panel. Term of appointment for Panel members will be three years. Council panel members will be paid a fee for services at an appropriate rate determined by Council.

The candidates can make submissions by uploading their resume and addressing how they meet the following criteria:

  • Senior level experience in dealing with multiple stakeholders
  • High level communication skills
  • Capability to drive high profile outcomes in a credible and authoritative manner
  • High level analytical skills
  • Knowledge and assessment of complex development and planning matters
