In May 2024, Council proposed to grant NSW Reconstruction Authority a six (6) month extension of lease in respect of the Property at 99 Elrond Drive, Kingscliff. The proposed extension will provide the NSW Reconstruction Authority with additional time to comply with the make good provisions in the current lease.
Property: Council-owned community land; 99 Elrond Drive, Kingscliff; Lot 36 DP793925; Lot 45 DP830193; Lot 56 DP840688; Lot 68 DP855991; Lot 76 DP855992 (in blue below).
Term: Six (6) month extension, from 17 June 2025 to 16 December 2025.
Permitted Use: To comply with the make good provisions in the lease from Council to NSW Reconstruction Authority dated 17 June 2022.
Lessee: NSW Reconstruction Authority ABN 93 628 327 427.
Background information
Council owns the land at 99 Elrond Drive where the Kingscliff temporary housing village has been set up. The NSW Reconstruction Authority (RA) lease this land from Council.
The Kingscliff temporary housing village currently provides a safe and secure home to people affected by the 2022 floods. The site has 31 self-contained housing units. Some residents are waiting for their homes to be rebuilt, while some need to find an affordable rental property.
The Reconstruction Authority has requested a 6-month extension to the Kingscliff temporary village lease to December 2025. This would provide additional time for the RA and Northern Rivers Housing (NRH) to support residents into long-term housing and to allow the decommissioning of the pods.

Proposed lease extension on Council-owned community land, Kingscliff has finished this stage
Council entered into a three-year lease of 99 Elrond Drive, Kingscliff with Resilience NSW, now known as NSW Reconstruction Authority (RA). The purpose of the lease was for the construction, maintenance and operation of temporary housing for community members affected by the 2022 floods. The lease expires on 16 June 2025.

Council received a request from the NSW Reconstruction Authority to extend the lease for a further two years until June 2027.

A community meeting was held by NSW Reconstruction Authority and Council with Kingscliff residents. At this meeting, NSW Reconstruction Authority indicated that the request to extend the lease for a further two years until 2027 had been withdrawn by NSW Reconstruction Authority.

In a Council meeting on 16 May Council resolved to consult with residents of the pod village and neighbouring residents to consider impacts of the requested extension for the temporary pod village and to determine future use of the space.
