UPDATE:

Following public exhibition, Council resolved at its meeting on 4 February 2021 to adopt the Resourcing Strategy (including the Long Term Financial Plan) supporting the Community Strategic Plan, including the proposed Kings Forest Special Rate Variation (SRV).

In accordance with the exhibited proposal, Council further resolved to lodge the SRV application with the Independent Pricing and Regulatory Tribunal. However, during this process, the developer of the Kings Forest estate expressed concerns with the rate amount.

The proposed special rate was initially planned to raise $1.54 million per annum, with indexation applied each year by the agreed rate pegging amount. Based on a 4,503 lot subdivision, this would equate to $342 per lot, per year.

Following an independent review, it was found reporting only needed to be done every 2 years, not annually, reducing the cost of reporting. The review further found the proposed works be done on Council land only and excluded land to be dedicated to NSW National Parks and Wildlife Service.

As a result, Council has revised down the annual amount required for the special rate to undertake such maintenance to $1,158,966. This equates to approximately $257 per year, representing a 25% reduction.

Council agreed at its meeting on 3 June 2021 to accept the recommendation to reduce the proposed SRV for Kings Forest in its Draft Budget 2021/22.

Background

At its Ordinary meeting of 10 December 2020, Council resolved to place amended Integrated Planning and Reporting documentation on exhibition in order to seek community feedback on a proposed special rate variation application to the Independent Pricing and Regulatory Tribunal.

The special rate variation will fund the long term maintenance and management of environmental protection lands within the Kings Forest development.

The proposed Special Rate Variation

The proposed special rate variation is aimed at raising a special rate in 2021/22 which will be indexed with annual rate pegging in subsequent years.

The proposed on-going special rate is to be levied solely on properties associated with the Kings Forest subdivision and all funds raised from the special rate will be allocated to the management of the environmental protection land.

Documents on public exhibition

The following documents which have been amended to include the proposed special rate, were adopted by Council on 10 December, 2020 and are on public exhibition until 4.30pm Friday 29 January 2021:

Submissions closed on 29 January and were considered by Council at its February meeting to determine whether to proceed with an application for special rate variation.
