The Hastings Point headland Management Plan (HPMP) was adopted unanimously by Council at the 19 March 2026 Council meeting. The final full and summary version of the HPMP can be found at the links below:

Hastings Point Headland Management Plan - Summary Report

The final HPMP has adopted feedback received by the community and includes minor amendments as a result. In this regard, treatment of Yugari Drive on the headland was the primary focus of submissions by the community.

The plan maintains the footprint of the roadway on the headland to facilitate ocean viewing from parked vehicles, with minor alterations, including:

  • resurfaced road,
  • line marking to define parking bays,
  • traffic calming to manage vehicle speed,
  • pedestrian path next to road on backslope
  • investigate opportunities for Designated Accessible Parking,
  • additional parking in day use area and northern side of backslope.

A conceptual image is shown below, which will be subject to detailed design before finalising.

Thanks to everyone who has participated in surveys, conversations and providing feedback on the Hastings Point headland Management Plan (HPMP).

The plan has integrated feedback from over 300 community members including locals, day users and campers, the Hastings Point Progress Association, the Tweed Coast and Waterways Committee, Council's Aboriginal Advisory Committee and the Tweed Byron Local Aboriginal Land Council, Council's Equal Access Advisory Committee, and technical specialists (i.e. Natural Areas, Parks, Traffic, Events, Holiday Parks, Strategic Planning, and Coastal Management).

After an extensive process developing, exhibiting and amending the plan, the final HPMP will be reported to Council at the meeting 19 March to be adopted.


Community feedback report now available

Thanks to everyone who shared feedback on the draft management plan for Hastings Point headland.

There was overall support for the plan, but strong and often conflicting views about headland parking and seasonal camping. We’re now considering the feedback and making changes to the draft plan. Once updated, the amended plan will be presented to Council for adoption.

Consultation now closed – thanks for your feedback

Thanks to everyone who took part in the consultation on the draft Hastings Point Headland Management Plan. The consultation was open for 11 weeks and we held three community info sessions and shared a feedback survey to give everyone a chance to have their say.

We’re now reviewing all the feedback received through the survey, emails, letters and in-person conversations. Your input will help shape the final plan, which aims to improve this public space while protecting the headland’s natural environment and cultural heritage.

About the plan


The draft Hastings Point Headland Management Plan aims to:

• Outline the overall vision for managing the Hastings Point headland.

• Provide a summary of current and future issues affecting the area.

• Include plans and details of proposed actions to address these issues.

The draft Management Plan was developed following consultations with local stakeholders, residents, and visitors. More than 300 people shared what they valued about their area and their vision for its future.


What area is included?


The project area includes Hastings Point headland and carpark, Fig Tree Park, Cudgera Creek Park, Cudgera Creek (downstream of the Tweed Coast Road Bridge), the rocky foreshore surrounding Hastings Point headland, and the land from the carpark at Peninsula Street to the northern side of the creek mouth.
