Project background


We are inviting feedback from local residents on a scheme to connect properties in the Parkes Lane area to Council’s wastewater (sewerage) system.

In 2019 it was identified that up to 101 property owners in the Parkes Lane area are currently serviced by on-site sewerage which could be serviced by extending Council's sewerage network.

In February this year Council requested feedback from these property owners in terms of support for connection to a proposed Council managed sewerage scheme servicing the Parkes Lane, Market Parade and Trutes Terrace subdivisions.

The results of this feedback and other information were collated into a report for Council’s consideration on the 21 September 2023.

After considering the report at item 18.1 Council adopted the following resolution:


What is the scheme?


Stage 3 of the Parkes Lane Area Sewerage scheme will provide availability of wastewater collection service to the 89 of the101 identified properties through providing a gravity sewer connection or a sewer ejection pump station.

The 11 properties in Trutes Terrace (excluded from this stage) may be serviced by Council’s wastewater system in a future stage after sewered development is constructed on the property to the west of the Trutes Terrace properties.

If a property requires a sewer ejection pump station:

  • Council will cover the cost of installing the pump station and associated equipment, and connecting pipework to the Council main in the street – this infrastructure will remain Council’s property and form part of our wastewater system.
  • the resident will need to cover the electricity cost of operating the pump.
  • before connecting, Council will undertake an electrical audit of a property’s switchboard and connected power supply – property owners will need to cover the cost associated with rectifying any identified defects or any required upgrade before their property can be connected to Council’s wastewater service.
  • The property owner will need to pay for and make the connection to Council’s sewer ejection pump station when the scheme is commissioned.
  • The property owner will be responsible for decommissioning the existing onsite treatment system.

If a property can be serviced by gravity house drainage:

  • The property owner will need to pay for and make the connection to Council’s sewer main connection when the scheme is commissioned.
  • The property owner will be responsible for decommissioning the existing onsite treatment system.

Sewer connection fees


Sewer connection fees will apply prior to connection to Council’s sewer. Refer to page 50 of Council's fees and charges here.

Approval for Plumbing and Drainage Works
New single dwelling houses, other premises and connect from septic to sewer.
Fee includes Notice of Work (Plumbing and Drainage) & Application at $496 (23/24),


What are the next steps?

  • Engage consultant to finalise survey within private property and undertake detailed design.
  • Secure easements over private property for gravity sewer mains located within private properties.
  • Prepare project specification and tender documents.
  • Call for tenders
  • Assess tenders
  • Award tender (Council resolution)
  • Construction of the scheme.
  • Commissioning of the scheme (may be progressed in parts)
  • Connection of properties to the scheme (voluntary)
