Council policies are reviewed within 12 months of an election under the Local Government Act. If any material changes are proposed, we place them on public exhibition so the community has an opportunity to comment.

Community feedback will be considered, and appropriate changes made before each Policy is finalised and adopted by Council.


Draft Markets Policy

Every 3 years, Council issues approvals to operate regular local markets on public land in locations across the Tweed. Well-managed markets can bring life and vibrancy to our open spaces.

What this policy covers

Our Markets Policy set out how markets on public land are to be managed.

What’s changed

Changes to this policy provide more clarity for market operators and ensure our markets are carefully managed.

  • It is proposed that a Market Management Plan is provided by applicants for each site as part of the application process. Plans need to demonstrate compliance with DA conditions.
  • A section about administration and management of applications has been included to clarify how fees and charges are applied.
  • Review of this policy is proposed to be changed from 2 years to 3 years.

Draft Community Halls Policy

There are 9 Council-owned community halls that are managed by volunteer management committees.

Our halls are located in Chillingham, Crabbes Creek, Crystal Creek, Doon Doon, Fernvale, Limpinwood, Piggabeen, Pottsville Beach, and Tumbulgum.

What this policy covers

Council’s Community Halls Policy shows our commitment to providing community spaces for everyone to use and enjoy.

This policy ensures the effective management of our community halls by community groups.

The Community Facilities Management Policy referred to in the Draft Community Halls Policy is being reviewed and will be on public exhibition for comments.

What’s changed

Amendments have been made to ensure clarity about the status of hall management committees (they do not constitute Committees under s355 of the Local Government Act 1993 nor form an advisory Committee of Council).
